Winners of the euRathlon 2013 land robotics competition announced!

euRathlon provides real-world robotics challenges for outdoor robots in demanding scenarios. This year 14 teams qualified to complete. The 5 day event was comprised of different challenges:
Day one was “Mobile manipulation for handling hazardous material.”
Day two was “Reconnaissance and surveillance in urban structures.”
Day three was “Search and rescue in a smoke-filled underground structure.”
Day four was “Autonomous Navigation.”
Day five visitors saw demonstrations of robots performing different tasks.
Also on the last day winners of the four euRathlon 2013 scenarios were unveiled at the award ceremony in Salinenplatz, in Berchtesgaden.
This event was a great competition and helped farther the areas of search and rescue robotics.

About Unmanned Aerial Systems and the controversy over not using them at the Colorado Floods

The tone and content of the discussion of the lack of use of UAVs in the Colorado flooding among the community bothers me. I have flown small UAVs (or UAS depending on what agency is involved) at Hurricane Katrina and Wilma and have assisted with the UAV flights at Fukushima. I have also been turned down by the FAA for emergency COAs. I was involved in discussions to use UAVs at the Moore, Oklahoma, and the decision not to use them there.

So I feel I have unique perspective from both sides of the coin.

During a disaster, a UAS requires an emergency COA from the FAA, not FEMA. An agency or responsible party has to want to use the UAS, be it FEMA, a task force, or a sheriff before the FAA considers the request. If I as director of CRASAR ask the FAA, they would laugh at me; instead I make the request with the agency that CRASAR is working for (we don’t self-deploy which is illegal and unethical). The FAA can turn around an emergency COA in 30 minutes if the requestor can show that the UAS has an existing COA, can specify where it will fly, and show need.

Manned and unmanned aircraft are currently not allowed to operate over the same area at the same time, even though they may be at different altitudes. So if an agency wants to fly manned vehicles, such as CAP or manned helicopters trying to airlift people out, they have to decide if they want to stop those operations temporarily to let unmanned systems in. And remember, since communications with the air traffic controllers who are working the disaster and the actual pilots is spotty, there has to be a bit latency/down time to get the word out. So this could shut manned operations down in an area for quite a while.  The current solution is to partition the space, e.g., “this canyon on Thursday will be just for unmanned systems.”  Within that area and time frame, responders can use a small UAS on demand- though there’s always a provision to land immediately if an manned system enters the airspace for some reason.

However, having to plan to this level of detail, combined with the latency, will drive an agency such as FEMA to say it’s just not worth the time and effort- the cost-benefit to the _larger_ operations isn’t there. The cost of the deployment has never been an issue, free or not- it just may not be useful.  That’s what happened at Moore. There were manned assets meeting at least the minimum needs of the responders. UAS may have provided better info, cheaper (also free in that case) but it’s a hard sell to shut down something that’s working during a disaster to use something new. The FAA was in no way a problem or obstacle, it was a FEMA decision that it wasn’t worth it. And I can understand that decision.

I think most people don’t understand why an area has to be “sanitized” of manned vehicles for a small UAS to be used at altitudes significantly lower than a manned aircraft would fly at. One reason is that the manned aircraft may indeed be flying very low, like a helicopter lower a collar to lift a person out of flood waters. That is extremely dangerous-no-room-for-surprises-or-there’s-a-crash-and-everyone-dies operation.  So if tactical rescue is a possibility, you don’t want anything even nearby that could cause a problem.

I also think that the hobbyist versus public aircraft issue is poorly understood. Due to the quirk of the 1960s when dad (I never saw a mom on these outings) would take the kids, a picnic lunch, and the dog to a field to fly a RC plane, hobbyist got special regulations. Fast forward 50 years and these regulations are letting untrained people fly over crowds with open rotor ‘copters that have not been in any realistic way been tested. Yep, that loophole needs to be closed in an appropriate way. However, if the platform isn’t owned by a hobbyist, it falls under FAA regulations that require a COA. This is not necessarily a bad thing if you’ve been watching the news where ‘copters are injuring people.

But it doesn’t matter who owns what for a disaster because that airspace is totally cordoned off and hobbyist rules don’t apply. You aren’t allowed to just decide to fly your quad rotor or RC plane to help, because you are messing with the response. A manned system has to hightail it out of the area, land, and report what happened if it seems something that isn’t supposed to be in its area. So even if it seems like a good idea, the risk of interrupting a very important life-saving mission that you (or your police friend) knew nothing about is unacceptable. There’s a low risk but a high cost of failure if you interrupt the response. Self-deploying is bad, bad, bad.

Is the current system non-optimal? Definitely! Am I a happy camper? Not particularly. Do I understand why an agency might just say no? Yep. But I urge everyone to be aware of the rules and play by them. I don’t want to be trapped in a flood with a basket being lowered down to me and then the helicopter waves off, leaving me there for hours.

September 11: 11 years after the first use of rescue robots

It is always difficult to write about 9/11 and the World Trade Center disaster, as the horror of the event still lingers in my mind.

For the first years after 9/11, I had little to report on the year in disaster robotics as adoption has been slow. But since 2010, the number of incidents that are using robots and using them quickly are rising, with 2011 being a major year with robots at the Christchurch and Tohoku earthquakes. Robots have been used in 35 disasters internationally, with ground robots being used most frequently from mine and building collapses, but UAVs and marine vehicles increasing in use as well. A Draganflyer UAV was credited with a live save of an injured and disoriented driver who had gotten out of his car in the cold of Canada, so that was a breakthrough this year- finally a rescue robot has saved a life.

Besides land, sea, and aerial robots are being used more frequently, another heartening trend is the emerging meme that robots can be used for prevention and preparedness of disasters, not just for response and recovery. Indeed the attendees of the  2012 IEEE International Conference on Safety Security and Rescue Robotics constructed a roadmap emphasizing this point, noting that this helps reduce the cost of the robots- if you use it every day for port security, for routine infrastructure inspection, you are likely to use it for the non-routine tasks as well.

But in the end, everyone here has the deepest condolences for the families of the victims and of the responders to 9/11. It was an honor to be there and to assist in a small way so that we can assist better in the future.

White House Innovation for Disaster Response and Recovery Brainstorming

A big shout out for the FEMA Think Tank team for their White House Innovation for Disaster Response and Recovery Brainstorming session. The focus was primarily on citizen to citizen informatics for relief, but one of the 10  “winning” topics was something that researchers here have been working on: crowd sourcing imagery. James Caverlee and John Mander as part of the Center for Emergency Informatics, our “mother” center, have been exploring what it takes to understand the state of damage from a civil engineering perspective with funding from NSF.

Just a note that robotics generally provide public sector to public sector informatics (deployed by an agency, data is used by an agency) that is mostly used for response and recovery, versus relief efforts.  Robots, especially UAVs, could contribute to the crowd sourcing of imagery, so even though robotics wasn’t one of the top 10 ideas, it was hidden in there!

Recce Robotics signs deal to make and distribute VGVT, the workhorses of the WTC Disaster

Inuktun Services Ltd. (ISL) has signed an exclusive licensing agreement with Recce Robotics International Inc. (R2i2) to manufacture and distribute the Variable Geometry Tracked Vehicle™ (VGTV™). Dr. James Plant, president of R2i2, says that his company plans to expand the robot’s ability to inspect ducts, culverts and nuclear facilities by making it more modular and integrating different types of sensors. This robot was among four selected to search the rubble of the Twin Towers after the 9/11 attacks and was also used in Hurricane Katrina.

The Response Robotics Summer School 2013 – Early Registrations Closing Soon!

CALL FOR PARTICIPATION – EARLY REGISTRATIONS CLOSE 15 AUGUST

The Response Robotics Summer School (RRSS) is a hands-on summer school on the challenges and Best-in-Class solutions for Response Robotics, with a focus on the challenges posed by Explosive Ordinance Disposal (EOD) and remote handling for response applications.

This event is a collaboration between the Curtin University of Technology Department of Computing, the Western Australia Police Bomb Response Unit, the DHS-NIST-ASTM International Standard Test Methods for Response Robots development effort, the RoboCup Federation through the RoboCupRescue Robot League, and Robolit LLC. It is run in conjunction with the Bomb Response Technology Seminar (BRTS), an event for EOD responders and equipment manufacturers from around Australia, the region, and the world.

The event is primarily aimed at PhD and masters students, final year undergraduate project students and early career researchers. We welcome participants from both within and outside the RoboCupRescue Robot League community, as well as participants from Australia and abroad. We particularly welcome participants who are interested in and/or intending to participate in the RoboCupRescue Robot League competitions.

We also welcome representatives of industry and government, including manufacturers, research companies and other organisations that wish to participate within the framework of the academic and responder programs and/or who wish to share and demonstrate their capabilities during the exercises and take advantage of the DHS-NIST-ASTM International Standard Test Methods for Response Robots. Likewise, we welcome interested members of the community who are working on solving these challenges outside of academic and industrial research settings.

This intensive five-day summer school is the latest in a long line of summer schools and teaching camps that started with the original Rescue Robotics Camp in Rome in 2004 and most continued most recently with the IEEE-RAS Safety, Security and Rescue Robotics Summer School 2012 in Alanya, Turkey. It is an outreach activity of the DHS-NIST-ASTM International Standard Test Methods for Response Robots program and has been established by members of the SSRR research community, including members of the Organising Committee of the International RoboCupRescue Robot League, to better address the rapidly growing need for effective robotic solutions in emergency response scenarios.

We encourage participants to bring their prototypical implementations of solutions to challenges within this domain. There will be opportunities to demonstrate these solutions both to other participants as well as to responders, and to evaluate and compare these solutions to those currently in deployment within the framework of the DHS-NIST-ASTM International Standard Test Methods for Response Robots.

REGISTRATION FEE WAIVERS:

Attendees are encouraged to bring highly relevant, working implementations of their research to demonstrate to the attendees of the RRSS and BRTS, within the DHS-NIST-ASTM International Standard Test Methods for Response Robots. Demonstrations sought include, but are not limited to, novel sensing, artificial intelligence, mobility, manipulation, mechanisms and user interfaces, that address gaps in current response robot capabilities. A small number of registration fee waivers will be granted to students and researchers from academic institutions who bring such demonstrations, eligibility for which will be decided by the Organising Committee. Please contact us at info@responserobotics.org to discuss eligibility and arrangements for the demonstration. Applications for these waivers will close on the 9th of August.

Attendees from non-academic sectors are also encouraged to bring demonstrations of highly relevant technologies. Please contact us to make arrangements.

STRUCTURE:

The event will open on Monday and Tuesday with academic presentations focusing on the research challenges and current developments in response robotics. Participants will gain a comprehensive overview of the state-of-the-art in crucial areas of research and deployed capabilities, as well as the experiences and needs of the end users.

Participants of the RRSS will join attendees of the BRTS on Wednesday for joint seminars on topics of common interest, followed by preparations for the practical sessions.

The event will continue on Thursday and Friday with joint practical exercises. Participants of the RRSS will work alongside attendees of the BRTS, deploying both commercial and prototypical robotic solutions within the DHS-NIST-ASTM International Standard Test Method for Response Robots apparatuses and operational scenarios at the Western Australia Police Bomb Response Unit’s training and test facilities. Through these joint exercises, participants will be able to gain a deeper understanding of the challenges of the field, identify gaps for further research, test and refine their prototypical implementations, and share their developments with the wider research and responder community.

The lecture component of this event will be held at the Western Australia Police Bomb Response Unit facility in Maylands and the practical exercises will be conducted at a Police Training Facility close to Perth in Western Australia. The RRSS is one of a set of inter-related summer schools, teaching camps, conferences, competitions and evaluation exercises, held around the world throughout the year, that aim to focus research efforts into Safety, Security and Rescue Robotics. Participants with a particular interest in 3D mapping, path planning and software architectures, as applied to this domain, are invited to also consider the Rescue Robotics Camp 2013, co-located with the IEEE International Symposium on Safety, Security, and Rescue Robotics (SSRR 2013), to be held in Linkoping, Sweden, from the 21st to the 23rd of October.

White House: Robots are more than meets the eye

On Friday August 9th, Dr. Murphy participated in “We are the Geeks,” a Google+ Hangout facilitated by the White House as part of the National Robotics Initiative, which President Barack Obama announced in June 2011. Dr. Murphy was one of 5 experts in diffrent feilds of robotics, and she was able to show off some of the exciting research she is doing in Disaster robotics.
